The files herein are C code, which can be compiled to generate "filters"
that convert between 7-bit and 8-bit representations of "foreign"
(relative to the US!) characters in TeX source files.  The filters were
developed with French text in mind, and will no doubt have to be extended
or modified to cope with other languages.
